One megabyte (1024 KB) is a generous document ceiling. You may reach it with safe rewrite alone; lossy mode is for scans that still overshoot.
Safe mode rewrites the PDF with object streams and does not touch embedded images. If the file is still over the cap, pages render to JPEG at falling quality and scale until the target is met or the ladder ends.
A 1024 KB target on a ten-page colour scan may be impossible without splitting the file or rescanning at lower DPI. The UI reports the size achieved so you can decide whether to remove pages or accept lossy flattening.
