Two hundred KB fits many one-page A4 scans if the DPI is moderate. It is a middle ground between readable text and portal rejection.
Safe mode rewrites the PDF with object streams and does not touch embedded images. If the file is still over the cap, pages render to JPEG at falling quality and scale until the target is met or the ladder ends.
A 200 KB target on a ten-page colour scan may be impossible without splitting the file or rescanning at lower DPI. The UI reports the size achieved so you can decide whether to remove pages or accept lossy flattening.
