Safe mode loads the PDF with pdf-lib and writes it back using object streams, which drops orphaned objects and packs structure more efficiently. PDFs that have been edited repeatedly can shrink without touching image data. Scans dominated by embedded images often barely change in Safe mode — that is expected.
Lossy mode rasterizes each page to JPEG and rebuilds the PDF. That can shrink scan-heavy files noticeably, but text becomes a picture — you lose search and copy. Adjust JPEG quality and render scale in the tool before you download.
Rescan at lower DPI, or use PDF to Image, compress the PNGs, and rebuild with Image to PDF. For batch work on your own machine, Ghostscript remains the heavy-duty option. Safe mode here is not a substitute for those workflows.
