Twenty kilobytes is among the strictest photo caps — common on SSC, IBPS, and railway applications. Portals often pair it with 3.5 × 4.5 cm; crop to passport size first, then compress.
JPEG quality is binary-searched so the file lands as close as possible to the cap without going over. If quality alone is not enough, dimensions shrink in 15% steps and the search runs again. At 20 KB cap, expect visible softening — that is the trade-off for meeting the limit.
It does not change clothes, remove backgrounds with AI, or prove identity. HEIC is not decoded in the browser — export JPG from the phone or convert first.
